Central Pennsvlvania Hunter Circuit Rules and Requlations

1. Those who wish to have a horse show must attend, send a representative, or send a list of
committed dates to the annual organizational meeting to be held the second Sunday after
New Year's Day in January, if possible. (Amended 01/13/02)
2. Points for CPHC divisions are to be determined 10-6-4-2-1-1/2 (approved 1/8/06) for all
horse shows; champions will receive 10 additional points and the reserve champion will
receive 6 additional points. Complete typewritten results must be received within 14 days of
completion of the show to the points tabulator (1/14/07 meeting).
3. All individual horse show dues ($50.00 per show) are due by April 1, of the current year.
Exhibitor and horse memberships shall be: (Amended 1/8/06)
Senior/Junior $20.00 (renewed annually)
Family Membership $30.00
Horse (one time fee) $15.00
Horse transfer fee $10.00
4. Each exhibitor is responsible for the correct registration, plus a complete address of the
rider on the registration form. All horse show prize lists must reference the CPHC
(Amended 1/14/07).
5. Regulation jump cups and jumps are mandatory as are the following 12' strides (when
applicable) and 24' in and out (adjusted for ponies per specs) strides. Open hunter and
other 3'6" divisions will stretch the length of the lines and the in and out to 26'. Also,
breakaway jumps cups (dowl rods) are to be used on all oxers; the height of the jump can
not exceed the width and the face of the fence can not change during the class (1/4/08).
6. Horses and ponies may cross enter pleasure and hunter divisions. The Hunter Pleasure
division is open to those showing under hunt seat tack.
7. Exhibitors are to track his/her own points. THERE MUST BE 3 HORSES TO FILL A
DIVISION FOR POINTS TO COUNT. DIVISIONSMAY BE COMBINED AT
MANAGEMENT'S DISCRETION. All horse shows must keep horse show records and
results for the current year. In order for points to count toward year end awards, both
horses and riders must be a member of the CPHC (regardless if they are competing in the
equitation or hunter divisions). (1/14/07)
Rule #7 Tabulation of points: Each rider is responsible for tabulation of his/her points for
verification by the CPHC for year-end awards. All points for year-end awards are final at
the end of each horse show. Any discrepancy with points MUST be rectified with the
individual horse show secretary, not with the CPHC and must be done on or before
October 1 of the current year. All points are to be sent to Sharon Jodon for tabulation.
High Point Junior Rider Award: The award is presented to the junior rider who
accumulates the highest number of points in the Children's Hunter, Children's Equitation,
Mini-Stirrup, Short Stirrup, Pony Hunter and Junior Beginner Rider divisions for the current
year.
High Point Non-Professional Adult Rider: The award is sponsored by the Tack Room for
the Adult Non-professional who accumulates the most points for the current year.
8. CPHC DIVISIONS: (6 OFFERED AT EACH SHOW) Each hunter division to offer at least
three (3) classes, one to be a stake class.
SPECIAL HUNTER - Open to horses and ponies. All fences 2'6". A horse can not
cross enter into any 3'6" classes. At least 3 classes with an over fence class, stake
class and flat class. Year-end trophy and ribbons sponsored by Dr. and Mrs. Cliff Neal.
CHILDREN'S HUNTER - Open to horses and ponies ridden by a junior rider (has not
reached 18th birthday as of 12/1 of the current year). USE ZONE 2 SPECIFICATIONS.
Fence heights not to exceed: 2' for small and medium ponies; 2'6" for large ponies and
3' for horses. To be at least 3 classes with an over fence class, stake class and under
saddle. The division will be listed in prize lists as being split; Children's Hunter Horse
and Children's Hunter Pony divisions. The division may be combined if entries warrant.
The year end award shall be split for ponies and horses. Year end trophy and ribbons
sponsored by Jodon's Stable in memory of Phil Jodon.
LOW HUNTER - Open to horses. Fences will be offered at 3' or 3'3" height (should
be stated at the gate with the starter prior to the class). There will be at least 3
classes with one class over fences, one stake class, and one flat class. Year end
trophy and ribbons sponsored by Phillips Plumbing and Heating, Milton, PA.
HUNTER PLEASURE - Open to horses and ponies showing under hunt seat tack. May
cross enter into hunter divisions as needed. Classes to be 3 flat classes, one to be a
stake class. Year end trophy and ribbons sponsored by Summer Breeze Stable.
CHILDREN'S EQUITATION - Open to those riders who have not reached their 18th
birthday as of 12/1 of the current year. USE ZON E 2 SPECS. The height of fences not
to exceed 2' for small and medium ponies; 2'6" for large ponies; and 3' for horses. To
be at least one class over fences and one on the flat. Cannot cross-enter into 3'6"
divisions. Division may be split at management's discretion into horses and ponies. A
rider may not cross-enter into the other division. Year end trophy and ribbons
sponsored by the Bucknell Equestrian Team of Bucknell University, Lewisburg,
PA.
SHORT STIRRUP - Open to children that have not reached their 11th birthday as of
12/1 of the current year. Three classes are to be offered with at least one class over
fences. At rated horse shows may cross enter into miscellaneous Short Stirrup
classes; at schooling shows may cross enter into other classes with fences not to
exceed 2'. Year end trophy and ribbons sponsored by Centre Equine Practice. Cannot
cross-enter into Pre-Children's hunter.
PONY HUNTER - Open to ponies 14.2h and under. If this is used as a recognized
division, an USEF measurement card must be presented. Pony hunters can not cross
enter into Children's Pony division. To offer at least 3 classes, one over fences, one
stake class and one under saddle. The small ponies are to jump 2'3"; medium to jump
2'6"; and large to jump 3'. The Year end award is sponsored by Jodon's Stable.
ADULT AMATEUR - Open to adult riders. The fences are not to exceed 3' in height.
See Zone 2 specs and USEF rules. To offer at least 3 classes, one over fences, one
stake class and one on the flat. All those showing must present an USEF Amateur
card. Year end award and ribbons sponsored by Dr. Kathleen Kocher and State
College Veterinary Hospital.
JUNIOR HUNTER - Open to riders who have not reached their 18th birthday as of 12/1
of the current year. All fences not to exceed 3'6". Year end award and ribbons
sponsored by Nittany Mountain Excavating.
ADULT EQUITATION - Open to adults with amateur status, see Adult Amateur specs.
The fences are not to exceed 3' in height. To be at least one class over fences and one
class on the flat. Year end award and ribbons sponsored by Carol Stewart.
AMATEUR OWNER HUNTER- Open to adults over 18 with Amateur Status. The
fences are not to exceed 3'6". See USEF specifications. Year end award and ribbons
sponsored by Kocher Farm.
CHILDREN'S ADULT JUMPER - Fence heights 3' to 3'3". Use Zone 2 specifications
for this division. Year-end award and ribbons sponsored by Cindy Robinson and Purina
(1/12/03).
BEGINNER RIDER EQUITATION - Open to riders of any age who are considered
beginners. Riders can only cross enter other 2' divisions. There will be a minimum of
three classes; two over fences and one flat class. A walk trot class may be added at
management's discretion. Year end award and ribbons sponsor is Gleniron, Sue and
Bill Lewson.
MINI-STIRRUP - A walk-trot division for those 10 and under as of 12/1 of the current
year. May cross-enter into Short Stirrup Walk-Trot classes only. An Equitation,
Pleasure and Hunter Under saddle class to be held. Year-end award sponsored by Fox
and Silks Farm and Cindy Robinson (1/12/03).
HOPEFUL HUNTER - Horse/rider combinations may not cross enter into any division
of 2'6" or more in height. This division will contain simple courses with no oxers and
trotting corners is permitted. At least three classes offered, one over fences, one stake
class and a flat class. All Fences will be at 2'. Year end award and ribbons sponsors
are Mark and Annette Traband and Carousel Farm.
BABY GREEN HUNTER - Open to horse/ponies in their first or second year of showing
over fences. At least three classes offered, one over fences, one stake class and a flat
class. Horses can not cross enter fence heights over 2'6" for that horse show. All
fences 2'3". Year end award and ribbon sponsor is Hunt Country Financial Group.
PRE-ADULT HUNTER - To offer at least 3 classes, one over fences, one stake, and
one on the flat. Exhibitors cannot cross-enter the Adult Amateur or Amateur Owner
divisions. All fences 2'6". The division is sponsored by Neal Lewis, CPA.
PRE-CHILDREN'S HUNTER - To offer at least 3 classes, one over fences, one stake,
and one on the flat. Exhibitors cannot cross-enter the Children's Hunter division.
Fence heights will be: ponies to jump 2', horses 2'6". The division will be listed in prize
lists as being split; Pre-Children's Hunter Horse and Pre-Children's Hunter Pony
divisions. Short Stirrup riders may not cross enter into Pre-Children's. Year end award
and ribbons sponsored by The Tack Room.
. PRE-ADULT/PRE-CHILDREN'S EQUITATION - Open to exhibitors on horses and
ponies. This division will offer two classes over fences and one class on the flat.
The same fence heights as offered in the Pre-Adult and Pre-Children's divisions
except judged as an equitation division.
. LEAD LINE CLASS - Participation ribbons sponsored by the Carol Stewart. Open to
riders 7 years and under. Children can cross enter into Mini Stirrup division only. Three
classes may be added at each horse show's discretion.
. MATURE RIDER - Open to Amateur riders 18years and older. Must have three
classes with at least one class over fences. Fences not to exceed 2'. Sponsored by
Fox and Silks Farm and Cindy Robinson.
9. If a horse show is canceled, 75% of the $50.00 horseshow membership fee (due April 1 of
the current year) will be refunded.
10. Junior riders must wear USEF tested and approved headgear at all times while mounted on
the show grounds. Those not wearing this headgear, with attached harness, will be
disqualified. This rule will be strictly enforced (new helmet rule in effect March 1990).
11. At rated shows the judge must have an 'R' or 'r' rating. It is us to management's discretion
at schooling shows to choose whether the judge: 1) has an 'R' or 'r' rating; 2) or the judge
is a person is experienced in horse showing and USEF rated shows. Either will be
considered appropriate.
12. All judges are to be sent a copy of CPHC rules.
13. Any complaints or concerns at an individual horse show are to be directed to the show's
manager (who will be listed on the program). If the problem deals with CPHC policy, the
grievance or other issues should be brought to the CPHC president in writing, and the
CPHC officers will act upon the grievance at the next board meeting.
14. The CPHC voting board/executive committee shall consist of: 1 vote per member
organization. The board is to vote on policy, grievances, etc. Their decision is final. All
items are governed by the USEF.
15. There will be no maximum number of horse shows. No two horse shows may hold the
same point accumulating divisions on the same date. Only one of the divisions will count
for points. (Amended 01/19/92)
16. New member shows are accepted on a 1-year trial basis.
17. It is mandatory to any new member show that a consultant or co-manager be named at the
January meeting to help organize (and/or manage if necessary) the new show for the
upcoming year. (Approved 01/23/88).
18. Beginning in 2004 all horse shows must have at least an EMT on the grounds beginning at
the start of the horse show for the day.
